I ORDER:
1. To amend the Order of the Minister of Education and Science of the Republic of Kazakhstan dated October 12, 2018, No. 564 "On approval of the Standard Rules for Admission to Educational Organizations Implementing General Education Curricula of Primary, Basic Secondary, and General Secondary Education, with the exception of republican, regional, cities of republican significance, and the capital of specialized boarding schools-colleges of the Olympic reserve and regional, cities of republican significance, and the capital of boarding schools for children gifted in sports" (registered in the Register of State Registration of Regulatory Legal Acts under No. 17553):
to the Standard Rules for Admission to Educational Organizations Implementing General Education Curricula of Primary, Basic Secondary, and General Secondary Education, with the exception of republican, regional, cities of republican significance, and the capital Specialized Olympic Reserve Boarding Schools and Colleges and Regional, City of Republican Significance, and Capital Boarding Schools for Children Gifted in Sports, approved by the said Order:
Clause 17 shall be amended to read as follows:
"17. Documents for the transfer of children between primary, basic secondary, and general secondary education institutions shall be accepted during the school holiday period, with the exception of the following cases:
the presence of a final and binding court decision;
movement within one locality or to another locality (subject to the presentation of documents confirming ownership of residential premises or the right to own and use them);
departure from the Republic of Kazakhstan (upon presentation of documents confirming departure);
transfer of minors who have been subjected to and/or witnessed violence, cruel treatment, and/or bullying in accordance with Order No. 506 of the Minister of Education of the Republic of Kazakhstan dated December 21, 2022, "On Approval of the Rules for the Prevention of Bullying of Children." (Registered in the Register of State Registration of Regulatory Legal Acts under No. 31180).
Documents are accepted as part of the public service "Acceptance of Documents for the Transfer of Children between Primary, Basic Secondary, and General Secondary Education Institutions" in accordance with Appendix 2 to the Model Rules, via the portal or by submitting a paper copy to the service provider.
2. The Committee for Secondary Education of the Ministry of Education of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:
1) the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan;
2) the posting of this order on the website of the Ministry of Education of the Republic of Kazakhstan after its official publication;
3) within ten business days after the state registration of this order, submit information on the implementation of the measures stipulated in subparagraphs 1) and 2) of this paragraph to the Legal Department of the Ministry of Education of the Republic of Kazakhstan.
3. Oversight of the implementation of this order shall be assigned to the supervising First Vice Minister of Education of the Republic of Kazakhstan.
4. This order shall come into effect upon expiration of ten calendar days after the date of its first official publication.
