I ORDER:
1. To amend Order No. 83 of the Minister of Education and Science of the Republic of Kazakhstan dated January 27, 2016, "On Approval of the Rules and Conditions for Conducting Teacher Certification" (registered in the State Register of Regulatory Legal Acts under No. 13317):
The rules and conditions for conducting teacher certification, approved by the said order, shall be set out in a new version in accordance with the appendix to this order.
2. The Committee on Secondary Education of the Ministry of Education of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:
1) the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan;
2) the posting of this order on the website of the Ministry of Education of the Republic of Kazakhstan after its official publication;
3) within ten business days of the state registration of this order, the submission of information on the implementation of the measures stipulated in subparagraphs 1) and 2) of this paragraph to the Legal Department of the Ministry of Education of the Republic of Kazakhstan.
3. The supervising Vice-Minister of Education of the Republic of Kazakhstan shall be responsible for overseeing the implementation of this order.
4. This order shall come into effect ten calendar days after the date of its first official publication.

Rules and Conditions for Conducting Teacher Certification
Chapter 1. General Provisions
1. These Rules and Conditions for Conducting Teacher Certification (hereinafter referred to as the Rules) have been developed in accordance with paragraph 7 of Article 139 of the Labor Code of the Republic of Kazakhstan, paragraph 5 of Article 44 of the Law of the Republic of Kazakhstan "On Education," Article 14 of the Law of the Republic of Kazakhstan "On the Status of Teachers," and subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan "On Public Services," and define the procedure for conducting teacher certification.
2. The following key concepts are used in these Rules:
1) Certification – a procedure conducted to determine the qualification level of teachers, based on the results of which qualification categories are assigned (confirmed) in accordance with these Rules;
2) Certification recipient – a teacher (in accordance with the List of Teacher Positions approved by Order No. 145 of the Minister of Education and Science of the Republic of Kazakhstan dated April 15, 2020 (registered in the Register of State Registration of Regulatory Legal Acts under No. 20400), applying for the assignment (confirmation) of a qualification category in accordance with these Rules;
3) Certification Commission – a collegial body that conducts the certification procedure for teachers (hereinafter referred to as the Commission);
4) Certification Period – the period of time from the date of the last assignment (confirmation) of a qualification category until the next certification period or the existence of conditions for early certification;
5) Appeal – a procedure for re-examining the results of a teacher's knowledge assessment, carried out upon the application of the person being assessed in accordance with these Rules;
6) Appeals Committee – a committee established by the authorized body in the field of education, which makes a decision based on the results of a re-examination of the results of a teacher's knowledge assessment;
7) Qualification Assessment – a review by the educational organization of the teacher's materials (portfolio) for the presence of all documents in accordance with the qualification characteristics;
8) Qualification category – the level of professional competence of a teacher in accordance with the Professional Standard "Teacher", approved by Order No. 500 of the Acting Minister of Education of the Republic of Kazakhstan dated December 15, 2022 (registered in the Register of State Registration of Regulatory Legal Acts under No. 31149) (hereinafter referred to as the Professional Standard), and the Standard Qualification Characteristics of Teacher Positions, approved by Order No. 338 of the Minister of Education and Science of the Republic of Kazakhstan dated July 13, 2009 (registered in the Register of State Registration of Regulatory Legal Acts under No. 5750) (hereinafter referred to as the Qualification Characteristics);
9) Comprehensive analytical summary of performance results – the procedure for assessing the compliance of evidence of a teacher's activities and achievements with the requirements of the qualification category;
10) Assessment of Teachers' Knowledge (hereinafter referred to as ATK)
