Explanatory note
to the working curriculum of primary education for grades 1-4 with the Russian language of instruction

The working curriculum of the initial level for grades 1-4 is developed on the basis of the following normative documents:
– Order of the Minister of Education of the Republic of Kazakhstan dated September 23, 2022 No. 406 "On Amendments to the Order of the Minister of Education of the Republic of Kazakhstan dated August 3, 2022 No. 348 "On Approval of State mandatory standards of preschool education and training, primary, basic secondary and general secondary, technical and vocational, post-secondary education";
– Order "On Approval of standard curricula for primary, Basic secondary, and General Secondary Education of the Republic of Kazakhstan" (Order of the Acting Minister of Education of the Republic of Kazakhstan dated August 18, 2023 No. 264. Registered with the Ministry of Justice of the Republic of Kazakhstan on August 22, 2023 No. 33316 On Amendments and Additions to the Order of the Minister of Education and Science of the Republic of Kazakhstan dated November 8, 2012 No. 500 "On Approval of standard curricula for primary, basic secondary, and general secondary education in the Republic of Kazakhstan";
– Order of the Minister of Education of the Republic of Kazakhstan dated September 16, 2022 No. 399 "On approval of standard curricula for general education subjects and elective courses for primary, basic secondary and General secondary education" and Order of the Minister of Education of the Republic of Kazakhstan dated November 21, 2022 No. 467 "On Amendments to the Order of the Minister of Education of the Republic of Kazakhstan dated On September 16, 2022, No. 399 "On Approval of standard curricula for general education subjects and elective courses at the levels of primary, basic secondary and general secondary education";
– Order "On Approval of the Rules for the Development, coordination and approval of educational programs for teacher training courses" (Order No. 175 of the Ministry of Education and Science of the Republic of Kazakhstan dated 05/04/2020, as amended by Order No. 384 of the Minister of Education of the Republic of Kazakhstan dated 08/27/2022);

– Sanitary rules "Sanitary and epidemiological requirements for educational facilities" Order of the Minister of Health of the Republic of Kazakhstan No. KR DSM-76 dated August 5, 2021 (registered with the Ministry of Justice of the Republic of Kazakhstan for No. 23890 dated August 6, 2021);
– Order of the Minister of Education and Science of the Republic of Kazakhstan dated May 22, 2020 No. 216 "On approval of the list of textbooks for secondary education organizations, educational and methodological complexes for preschool organizations, secondary education organizations, including in electronic form" (as amended by the order of the Acting Minister of Education of the Republic of Kazakhstan dated May 22, 2023 year No. 140, as amended by the Order of the Minister of Education of the Republic of Kazakhstan dated 07/03/2023 No. 194);
The purpose of primary education is to create an educational environment conducive to the harmonious formation and development of a student's personality who knows the basics of the following broad-based skills:
1) the ability to apply knowledge functionally and creatively;
2) Critical thinking;
3) the ability to conduct research;
4) be able to apply information and communication technologies;
5) mastering various communication methods, including language skills;
6) Group and individual work skills.
The standard part of the educational content is concentrated in the invariant learning load. Educational fields and subjects of the invariant component of the educational content are mandatory
• 1st grade: 20.5 hours of the invariant component, 0 hours of the variable component;
• 2nd grade: 23 hours of invariant component, 1 hour of variable component;
• 3rd grade: 26 hours-invariant component, 0 hours -variable component;
• 4th grade: 27 hours-invariant component, 0 hours -variable component.
The total amount of students' academic workload, including invariant and variable components, as well as the weekly and annual classroom workload are set by the standard curriculum.
In grades 1-4, the study of academic subjects in the educational fields of "Language and Literature", "Mathematics and Computer Science", "Natural Sciences", "Man and Society", "Technology and Art", "Physical education" was introduced. The following changes have also been made to the Standard Curriculum of Primary Education with the Russian language of Instruction:
- subjects are studied in grades 1-2. The subjects "Labor training" and "Fine Arts" are studied, and the integrated subject "Artistic Labor" is studied in grades 3-4;
- in grades 1 and 2, the subject "Foreign language" is excluded.
In the 2024-2025 academic year, as part of the phased division of the subject "Artistic labor" in the 3rd grade, "Labor training" and "Fine Arts" are introduced, and the subject "Artistic Labor" is studied in the 4th grade
Russian Russian language in classes with Russian language of instruction, Literary reading, Kazakh language in classes with non-Kazakh language of instruction, and Foreign language are the main subjects of the educational field "Language and Literature".;
The textbook (with Russian as the language of instruction) for the 1st grade of primary education is studied in accordance with the Curriculum approved by the Order of the Ministry of Education and Science of the Republic of Kazakhstan No. 123 dated March 26, 2021.
The "Primer" and "Literacy training" are implemented by the textbook "Primer" in the first half of the year, and the post-letter period by the textbook "Literacy Training" in the second half of the year for students with the Russian language of instruction.
The content of the educational field "Mathematics and Computer Science" is implemented in academic subjects: "Mathematics", "Digital Literacy". Digital literacy is only in the 1st grade for 0.5 hours.
The content of the educational field "Natural Sciences" is implemented in the academic subject "Natural Sciences".
The academic subject "Natural Sciences" is a propaedeutic course for the study of independent academic subjects "Biology", "Physics", "Geography", "Chemistry" at subsequent levels of education, and also lays the foundations of research skills important for any branch of knowledge.
The content of the educational field "Man and society" is implemented in the educational subjects "Knowledge of the world".
The content of the educational field "Technology and Art" is represented by the academic subjects "Music", "Artistic labor", "Labor training", "Fine Arts".
The content of the educational field "Physical culture" is implemented in the academic subject "Physical culture".
The division of the class into two groups is carried out in urban general education organizations when classes of 24 or more students are filled according to:
1) Kazakh language in classes with a non-Kazakh language of instruction;
2) a foreign language;
3) Digital literacy (except grade 1).
The peculiarity of the 2023-2024 academic year is that in the primary level of education, it is in the 2nd grades that 1 hour of the variable component has been added. The teaching of the variable component "In the world of entertaining mathematics for 2nd grade students" will be carried out by primary school teachers: D.T. Zharasbekova, M.A. Sharapova, S.T. Ospanova. The optional course program "In the world of entertaining mathematics for 2nd grade students" for primary school teachers was developed by primary school teachers Salikhova A.R., a research teacher, Portnova E.O., teacher-moderator of secondary school No. 26 Uralsk. Approved by the Expert Council of the Education Development Center of the Department of Education of the West Kazakhstan region Protocol No. 4 dated 10/29/2021. This author's program was reviewed at a meeting of the CMO of primary school teachers and approved by the Pedagogical Council No. 1 dated August 28, 2024. Goal: To develop a mathematical way of thinking. Objectives: to broaden the horizons of students in various fields of elementary mathematics; to promote the skillful use of symbols; to teach the correct use of mathematical terminology; to develop the ability to distract from all qualitative aspects and phenomena, focusing on quantitative aspects; to be able to draw accessible conclusions and generalizations, to justify their own thoughts.
In grades 1-4, compulsory study of the training course "Fundamentals of life safety" is provided. The content of the training course is implemented within the framework of the educational subject "Cognition of the world": in grades 1-3 with an annual academic load of 6 hours, in grade 4 – 10 hours by primary school teachers.
The content of the training course "Rules of the Road" is implemented in grades 1-4 – 6 hours in each class by classroom teachers at the expense of classroom hours and after-school hours, indicating the topic and date in the annual work plan of the classroom teacher.
