Prosecutors at the front and in the rear are on guard of law and order

We are talking with Prosecutor General Berik Asylov about the contribution of the Prosecutor's Office to the Great Victory.
– Since the beginning of the Great Patriotic War, hundreds of our fellow countrymen-prosecutors voluntarily went to the front. All of them showed heroism, dedication and showed a real example of courage. Berik Nogaevich, please tell us more about this.
– During the war, the prosecutors fought valiantly for their homeland. Among them is the pride of our people, the great military strategist, Hero of the Soviet Union Bauyrzhan Momyshuly. Kazakhstanis are well aware of his exploits, what kind of military commander he was, a scientist in the field of military affairs, as well as his talent as a writer. There are many scientific and military research books, documentaries and feature films about the life and front-line biography of the legendary commander. His heroic deed near Moscow is reflected in Alexander Bek's book "The Volokolamsk Highway".
However, not everyone knows that in the 30s of the last century, the national hero worked as the prosecutor of the Zhualynsky district of the Zhambyl region. I think that service in the prosecutor's office also played a role in the formation of one of the great representatives of the Kazakh people, the formation of his strong courageous character, leadership qualities, integrity, justice and views on life. In his book The Psychology of War, he noted that respect for elders, a sense of duty and honor, and impeccable observance of public order and laws foster such positive qualities as nobility, love for the Motherland, people, family, man, and life.
The prosecutors are proud to be the successors of Bauyrzhan Momyshuly's case in establishing law and order. Everything said by the national hero is relevant and implemented within the framework of the "Law and Order" course announced by the President and the "Adal Azamat" concept. On the occasion of the 80th anniversary of the Victory, we opened a memorial plaque in his honor near the building of the Prosecutor's office of the Zhambyl region and installed a memorial plaque in the building of the prosecutor's office of the Zhualy district.
Our other hero, Nurken Abdirov, worked as an investigator for the prosecutor's office in Karaganda before the war. In the description of the front, the regional prosecutor wrote: "Disciplined, self-contained, understands political issues." I think that says it all. Attack pilot Abdirov, along with his comrade-in-arms Alexander Komissarov, sent his burning plane into a cluster of enemy vehicles and destroyed six tanks, two anti-aircraft guns, dozens of enemy officers and soldiers.
Before the war, platoon commander Musa Baymukhanov also worked in the prosecutor's office. His platoon crossed the Oder River on thin ice and engaged the enemy, allowing the main force to cross to the other side. Junior Lieutenant Baymukhanov was posthumously awarded the title Hero of the Soviet Union.
Sadik Abdujabbarov, Hero of the Soviet Union, also worked for some time in the prosecutor's office. He was awarded the Gold Star for his courage and heroism in the decisive battle for the bridgehead on the Western Dvina River in Belarus during Operation Bagration. Thanks to his feat, the Soviet troops were able to successfully cross the river and continue the offensive.
After the war, Fazyl Adilbayev was also an employee of the prosecutor's office. The veteran is a knight of the Order of Glory of all three degrees. He volunteered for the front when he was 17. In 1945, he was one of the first to break into Kupersdorf, near Berlin, destroyed a machine-gun crew, was wounded, but did not leave the battlefield.
There were many other valiant soldiers who exchanged the prosecutor's tunic for a military uniform and fought heroically at the front. In 1941, 411 out of 885 prosecutors voluntarily went to the front.
– It is known that after the war, yesterday's soldiers went to work in law enforcement agencies, became judges and prosecutors. One of them, for example, is Utegen Seitov...
– Indeed, those years were difficult, crime increased. In the USSR in 1947 alone, 3,462 gangs and 32,095 criminals were eliminated. It was necessary to quickly restore order. Many war veterans went to the prosecutor's office to restore the rule of law. Utegen Seitov is among them. He was born in 1923 in Aktobe region. With his younger brother Sagidolla, they grew up without parental care, survived the famine of the 30s, but despite all the hardships, they became kind and fair.
He started working in the prosecutor's office at the age of 16 in the document registration department of the Prosecutor's office of the Kelessky district of South Kazakhstan region. From 1942 to 1945, he fought at the front, defended Stalingrad. He was awarded the Orders of the Red Star, the Patriotic War of the First degree, Friendship of Peoples and other awards.
After the war, he returned to the prosecutor's office and went through all the stages of professional growth. From 1966 until his retirement, he continuously headed the Prosecutor's office of the Kazakh SSR for 18 years.
Utegen Seitov is a mentor to many prosecutors who have contributed to the strengthening of the independent republic. Among them are the General Prosecutors Zharmakhan Tuyakbai, Stepan Shutkin, Yuri Khitrin. Prominent statesmen worked under him – Onalsyn Zhumabekov, Halyk Kaharmany Kairbek Suleimenov and others.
The style of work of his students and the entire Kazakh prosecutor's office has always had a "Seite handwriting", the main element of which is respect for a person, his rights and freedoms. Monuments have been erected and streets are open in Aktobe and his native Shalkar. In honor of his centenary, 2023 was declared the Year of Seitov by the Prosecutor's Office of Kazakhstan. We have conducted scientific, sports, cultural events. Seit readings are organized in all universities.
In the same year, 2023, the President awarded the title of Halyk Kharmany to Ivan Gapich, a veteran of the war and prosecutor's office. Ivan Stepanovich, who is now 102 years old, has gone through a long war path – from the defense of Moscow to the liberation of Europe. In 1945, he participated in the Victory Day Parade. For his services in battle, he was awarded the Orders of Glory, the Red Star, the Patriotic War, the medals "For Military Merit", "For the Capture of Konigsberg", "For the Victory over Germany".
He started his career as an assistant district prosecutor, worked as a district prosecutor, deputy and regional prosecutor. His achievements were awarded with the orders of "Kurmet", "Dank", and the medal "For Valiant Labor". He is an honorary employee of the Prosecutor's Office of the USSR and Kazakhstan.
Now the respected veteran lives in Uralsk, is cheerful in spirit, and is interested in our activities. We are sincerely grateful to the Head of State for awarding our veteran with the highest title of Halyk Kharmany, which is a great honor for all personnel of the prosecutor's office.
Not everyone knows about veteran prosecutors. There are many of them. We are proud that the patriarch of legal science and education, veteran academician Salyk Zimanov worked in the republican prosecutor's office. Before the outbreak of war, he served in the army and was supposed to return home in the fall of 1941. However, the war began.
He commanded the artillery of a mechanized brigade and was chief of staff of the regiment. He returned home in 1946 with the rank of major in the Guards. He was awarded the Order of the Red Star, the Patriotic War I degree, medals "For the Defense of the Caucasus", "For the capture of Konigsberg", "For the capture of Berlin" and other awards. After the war, he was accepted into the prosecutor's office of the Guryev region, then worked in the Prosecutor's Office of the Republic of Kazakhstan as an investigator in particularly important cases. He devoted about 60 years to legal science and education.
In his memoirs, Salyk Zimanov noted that it was while working in the prosecutor's office that he established himself as a qualified lawyer. Then, as a deputy of the Supreme Council, he actively participated in the development of the Declaration of State Sovereignty, the first Constitution, and the Constitutional Law "On the State Independence of the Republic of Kazakhstan", which laid the legal foundations of our country.
By the way, then all the meetings of the Supreme Council were broadcast on television. We, students of the Law faculty of KazGU, followed the discussions of the parliamentary speakers. Salyk Zimanov always spoke in a reasoned, thorough manner, choosing words that were easy and easy for people to understand. The Prosecutor's Office honors the memory of the outstanding scientist. It is planned to install a memorial plaque in honor of the veteran in the prosecutor's office of Atyrau region this year. I would like to tell you about Aliya Moldagulova, the uncle of the Hero of the Soviet Union, the veteran prosecutor Bisembai Khabiev. Before the war, he was an assistant prosecutor in the Aktobe region and in the summer of 1941 he went to the front as a military investigator of the 312th Infantry Division. Knight of the Order of the Red Banner, Patriotic War II degree Bisembai Khabiev celebrated the Victory in Hungary.
After the war and before retiring, he worked in the prosecutor's office of Aktobe region, was the district prosecutor. He did a lot to perpetuate the memory of Aliya Moldagulova. The veteran recalled that as a child, Aliya dreamed of becoming a prosecutor – like her uncle.
Of course, I would like to tell you about all the veteran prosecutors, but there are not enough newspaper pages to fully cover their merits and life path.
– And how did the prosecution authorities behave in the rear and in the post-war period?
– At that time, the prosecutor's office, like other bodies, was put on military rails, enforced laws on the supply of military products, on providing assistance to the front and strengthening the rear. Millions of people from the occupied territories were evacuated to Kazakhstan. Criminal elements flocked with them. The crime situation has worsened.
During such a difficult period, the prosecutor's office of the republic was headed by Asabai Mamutov. He mobilized the prosecutor's office and ensured the rule of law in the rear. After retiring, he taught at the Law faculty of KazGU for a long time, sharing his knowledge with young lawyers.
By the way, many war veterans who worked as judges, prosecutors, and investigators continued their professional careers at universities. They also taught at the law faculty of KazGU, where I studied.
